How will Stephen Harper’s Conservative
government affect childcare in BC?
Prime Minister Stephen Harper has indicated
that he will cancel the current Early Learning and Child
Care Agreements with the provinces and institute his
own Choice in Child Care Allowance. When British Columbia
signed the Early Learning and Child Care Agreement with
Paul Martin last October we saw subsidy rates go up
by 40%. Not only did the agreement significantly reduce
or eliminate daycare costs for parents, it gave parents
the option of affording higher quality childcare and
it allowed more parents to qualify for subsidy due to
higher income thresholds.
The point I find curious is that Stephen
Harper’s cancellation of the Early Learning and
Child Care Agreements will inevitably reduce the current
daycare funding per 3 to 5 year old child by $200 per
month (not taxable) and replace it with $100 per month
(taxable income) that will be available to all families
with children ages 0 to 6.
Taking away $200 per child per month
of non taxable money and replacing it with $100 of taxable
money is not progressive.
